Energy Performance Certificate (EPC) is a document required by the Regulation on Energy Performance of Buildings, as stipulated in Temporary Article 4, Paragraph 1, for buildings constructed after January 1, 2011 to be classified as new buildings, whereas those constructed before this date are considered existing buildings.
What is an Energy Performance Certificate (EPC)?
The Energy Performance Certificate ensures efficient and effective use of energy resources in buildings, preventing energy wastage and contributing to environmental conservation. It includes minimum information about the building’s energy requirements, energy consumption classification, greenhouse gas emission levels, insulation characteristics, and the efficiency of heating, cooling, and/or ventilation systems. This document is commonly referred to as the EPC.
For newly constructed or under-construction buildings, the EPC should be designed to achieve at least Class C. Buildings failing to meet this standard below Class C are legally prohibited from obtaining an occupancy permit (habitation certificate).
Existing buildings, on the other hand, do not have a specified class requirement. Upon entering all relevant data into the Bep-TR program and performing the necessary calculations, the resulting class indicates the building’s energy performance. Existing buildings may receive classifications such as D, E, F, or G, reflecting their performance. Improvements can be made to buildings with lower performance ratings to elevate their energy class.
How to Obtain?
TIME OF ENERGY PERFORMANCE CERTIFICATE (EPC) APPLICATION
According to Temporary Article 4, Paragraph 1 of the Regulation on Energy Performance of Buildings, buildings constructed after January 1, 2011 (new buildings) must present the Energy Performance Certificate to the relevant authority (municipality) during the process of obtaining an occupancy permit (habitation permit). Otherwise, the occupancy permit cannot be legally issued.
For existing buildings and those constructed before January 1, 2011, which are still under construction and have not yet obtained an occupancy permit, an Energy Performance Certificate must be issued within ten years from the publication date of the Energy Efficiency Law. In short, existing buildings must obtain an Energy Performance Certificate by May 2, 2017, as required by law.
PROCEDURE OF ENERGY PERFORMANCE CERTIFICATE (EPC) ISSUANCE
Licensed engineers or architects with a certificate of authorization to issue an Energy Performance Certificate or legal entities employing such engineers or architects are recognized as Authorized Institutions to issue Energy Performance Certificates (EPC) for newly constructed buildings.
Energy Efficiency Consultancy (EVD) Companies authorized by the General Directorate of Renewable Energy and employing EPC Experts who hold an SMM certificate are recognized as Authorized Institutions to issue Energy Performance Certificates (EPC) for existing buildings.

PROCESSES
